About Ayush Certification

The Ayush products are regulated under the Drugs and Cosmetics Act, 1940 by the Drugs Controller General of India through the State Governments. The Department of AYUSH has been exploring the possibility of introducing a voluntary product certification scheme for selected AYUSH products to enhance consumer confidence. The matter was discussed in a series of meetings taken by the Secretary (AYUSH) beginning 24 Dec 2008 and the Quality Council of India (QCI) offered to develop a concept paper on the subject.

The Scheme is based on criteria for certification. It has two levels:

  1. Ayush Standard Mark which is based on compliance to the domestic regulatory requirements
  2. Ayush Premium Mark which is based on GMP requirements based on WHO Guidelines and product requirements with the flexibility to certify against any overseas regulation provided these are stricter than the former criteria.

Under this scheme, each manufacturing unit would obtain certification for its products from an approved certification body (CB) which is accredited to appropriate international standards by the National Accreditation Board For Certification Bodies (NABCB) and will be under regular surveillance of the certification body.

Voluntary Certification Scheme For Ayush Products Obtaining and Maintaining Certification

STEP 1: Planning for Product Certification

It is essential that the organizations interested in obtaining this certification consider carefully:

Which Ayush Certification they wish to achieve
Identify the Criteria, and
What needs to be achieved prior to applying for product certification.
STEP 2: Preparation​
Obtain the relevant Certification Criteria documents namely the Domestic Regulations under the Drugs and Cosmetics Act, GMP Requirements based on WHO Guidelines, Levels of Contaminants, and Regulations of the importing country (if applicable);
Assess your process and product for compliance with relevant Certification Criteria.
Undertake preparations so as to ensure that the processes and the Ayush product being manufactured would comply with the requirements of the relevant Certification Criteria.
Install in-house testing facilities if seeking certification for Ayush Premium Mark.
Confirm that your production facility has been in production for at least one year.
Verify that five commercial batches of the products of dosage form for which certification is being planned to be sought have been manufactured during the current licensed period.
STEP 3: Self-assessment
Review your current systems and practices against the requirements of the latest relevant Certification Criteria.
Identify areas that need to be addressed and ascertain compliance prior to applying for product certification.
Please note that Certification Bodies are not permitted to provide consultancy although they can identify deviations from the relevant Certification Criteria requiring correction and/or corrective action.
STEP 4: Select a Certification Body​
Select an approved Product Certification Body to carry out the evaluation for Product certification at your site. Only Product Certification Bodies that are accredited by NABCB/recommended by QCI can certify for Ayush Product certification.
In selecting a certification body, consider the range of products covered under the scope of accreditation of the Product Certification Body. Information on the scope of accreditation is available on the websites of the Department of AYUSH (www.indianmedicine.nic.in) and QCI (www.qcin.org) or can be obtained from the concerned certification body, either through correspondence or by visiting their website.
Certification Bodies will require details of your site, operations, products and relevant certification criteria on a prescribed Application form for registration of your Application for grant of product certification. Obtain the prescribed application form from the selected Certification body.
Submit the application form duly filled to the selected certification body along with the following documents;
Proof of being a legal entity
Proof of Address of production site;
List of installed manufacturing equipment;
self-evaluation checklist confirming that all requirements as prescribed in the relevant certification criteria are being complied with.
Copy of a test report covering all requirements of the relevant certification criteria for the product applied for; test report could be either from own laboratory or from a NABL accredited external laboratory,
List of Testing facilities, if available;
STEP 5: Registration and Evaluation by a Certification Body​
The certification body will examine your application for completeness and adequacy, and deviations if any, will be informed to you for necessary correction and/or compliance. Once the application is found to be complete, it shall be registered by the Certification Body.
The certification body will determine the duration of the evaluation at your site, on the basis of the number of products to be certified, the manpower, the complexity of operations and processes, and availability of lab and quote to you.
On acceptance of its quote, the Certification Body shall in consultation with you finalize the dates for evaluation.
It is important that the facility is in production at the time of the Evaluation by the certification body otherwise another evaluation may have to be organized.
The certification body will carry out the evaluation in one stage for Ayush Standard and in two stages for Ayush Premium Mark. During the Stage 1 evaluation, your state of preparedness, the status of GMPs and availability of competent personnel and equipment for production and testing will be assessed for their adequacy.
At the end of Stage 1 evaluation, the Certification Body will inform the applicant in writing about the deficiencies observed, if any, with respect to the certification criteria.
Take necessary actions and inform the certification body as soon as possible but not later than 3 months of the Stage 1 Evaluation. Delays beyond this will lead to another Stage 1 evaluation of your facility by the certification body.
The certification Body will undertake the Stage 2 evaluation only after you have confirmed that necessary actions on the identified shortfalls have been taken.
For the stage 2 evaluation, the certification body will visit the facility and evaluate the process and controls being implemented, the prevailing hygienic conditions, the testing facilities and the competence of the personnel for compliance to the certification criteria.
The certification body will draw samples of products from stocks that are representative of normal production capacities of the facility, and have the same tested in an independent laboratory accredited by NABL, for compliance to the certification criteria.
STEP 6: Follow up and Corrective actions
At the end of Stage 2 evaluation, the Certification Body will inform the applicant in writing of the deviations observed, if any, with respect to the certification criteria.
Take necessary actions and inform the certification body as soon as possible. If you do not show progress towards completion of corrective actions within three months of Initial Evaluation your application shall be closed.
If the corrective actions can be verified through documented evidence, you will be required to provide the same to the Certification Body for verification of corrective actions. However, if verification of corrective action is to be undertaken at the manufacturing site or if a follow-up evaluation is required is only possible at the site, the Certification body evaluator visits the site for confirmation of the identified corrective action only or for follow up of non-conformities identified during the previous evaluation.
If the sample drawn fails on independent testing, you will be informed of the same and advised to make necessary corrections for improving the product quality.
After taking the corrective actions, you must re-offer the products for sampling and testing by the certification body. The Certification body plans another visit to the site, verifies the corrective actions taken by the organization and draws the fresh sample from a stock of material that is representative of the normal production capacity of the organization.
STEP 7: Certification decision
The Certification Body will review the onsite Stage 1 (if applicable) and Stage 2 evaluation reports, corrective action documentation provided by the applicant and verified if so required by the Evaluation Team, and the independent test report(s) in order to make a certification decision.
The certificate shall be awarded to the manufacturer only for the range of products applied for and offered for evaluation and testing.
The decision for certification will be taken only when all requirements of the Scheme have been complied with.
The Certificate shall be awarded for a fixed time tenure of 3 years, during which your operations and the products will be subjected to surveillance evaluations and testing, and beyond the 3 years period of validity the certificate will be renewed subject to ongoing compliance
The certification process should be completed within 12 months of the registration of the application failing which the certification body would reject your application.
STEP 8: Issue of a Certificate by Certification Body
The Certification Body issues a certificate to the manufacturer indicating that the requirements of the certification scheme have been met and that the products conform to the relevant certification criteria. The name of the manufacturer with an address of the site, names of products, and the relevant certification criteria are clearly mentioned on the Certificate, along with the effective date of the certificate, the validity of the certificate, name and address of the Certification Body and applicable logos.
The certificate should be issued within 7 days of the certification decision.
The Certification Body immediately informs the QCI about the grant of product certification.
STEP 9: Agreement for usage of Ayush Certification Mark(s)
The Ayush Certification Mark(s) is not available for download from the Ayush website/ any website.
Apply for authorization for affixing the applicable Certification Mark on Ayush products for which you have been certified by the Certification body, in a prescribed format, which can be downloaded from the QCI website.
Submit the application form duly filled to the QCI secretariat.
Enter into a legally enforceable agreement with QCI authorizing you to affix the Certification Mark on the products for which you have been certified.
Based on this, the QCI website is updated with the name and address of the Ayush manufacturer, the product covered in the scope of certification, the criteria against which certified, the Certification mark awarded, the effective date of the certificate and its validity.
STEP 10: Maintaining Certification
Ensure that production and testing facilities are maintained in working order and technical personnel are available at all times
Implement Internal Quality Assurance Protocol provided by the CB and maintain records
Inform production schedules to the CB when asked for
Ensure that the products certified under the Scheme comply with the Certification criteria – this will be checked by the CB through factory evaluation and market surveillance.

Using the Ayush Premium Mark(s)

The Ayush Certification Mark(s) is for use only by organisations that have achieved product certification.
The Ayush Certification Mark(s) is to be affixed on the product and its packaging to depict product conformity to requirements of the Ayush certification criteria.
The Ayush Certification Mark(s) is owned by the Department of Ayush and provided on its behalf to the certified unit. The Ayush Certification Mark(s) can be used on all the manufacturing unit’s communication tools such as company vehicles, letterheads, compliment slips, business cards, marketing collateral, advertising, exhibition graphics, electronic media.
Misuse of the Ayush Certification Mark(s) would invite actions including rejection of application or suspension/cancellation of certification.

Financial Support

IRQS a division of IRCLASS Systems and Solutions Pvt Ltd obtains its financial support from the revenue generated from the certification activities involving the management systems and certifying products, processes and services.

Also from the revenue generated from the other services of IRQS.

Fee structure:

The fee structure will be based on Monday calculation of the Voluntary Scheme of AYUSH Product Certification considering the Number of Dosage(s), Number of Product(s), Number of Employees etc. Application and Accreditation fees will be charged in addition to the above. The quotation will be available on request.

Product samples and Testing charges will be charged extra depending on the Number of Dosage(s), Number of Product(s) applied for the scope of AYUSH certification.

For agreements under Tender Documents: All terms & conditions will be applicable as per agreed tender documents.

The fees payable and terms of payment are as detailed in the IRQS letter enclosing the quotation to the organisation.

The basic charges for services requested are based on the assumption that the information supplied by the organisation was accurate and complete.

Special Surveillance Visits

Special Surveillance Visits will be charged as per prevalent fees applicable at that time.

Travel and Incidental Expenses

All fees are exclusive of travel and incidental expenses which will be charged extra at actuals.

Postponement – (Recovery of Administrative Costs)

In case a scheduled audit is postponed, at the behest of the auditee, an amount of 10% of the total Audit and Certification fee, shall be charged – for each of such alterations – towards Administrative charges.

Cancellation – (Recovery of Administrative Costs)

The application fees/administrative charges as mentioned in Annexure-1 of our quotation for Certification Services shall be payable in advance, prior to the scheduling of the audit. In case of cancellation of the audit by the auditee, these application fees/ administrative charges will not be refunded.

Statutory Taxes

All fees and expenses quoted are exclusive of any statutory taxes which will be charged at the current rate, if applicable.

Invoices

Invoices will be submitted as soon as practicable, after the completion of any assessment visit(s). As IRQS is a division of IRCLASS Systems and Solutions Private Limited, the invoices would be as per IRCLASS Systems and Solutions Private Limited invoice format.

Payment

All payments should be made in the name of “IRCLASS Systems and Solutions Private Limited” preferably by local cheque/demand draft within 7 days of receipt of the invoice. Amounts remaining unpaid for more than 30 days from invoice date will be liable to interest at the rate of 15% per annum.

The Certificate(s) cannot be released until full payment has been received by IRCLASS Systems and Solutions Private Limited.

Responsibility of Auditee Organization

1) The client shall always fulfil the certification requirements including product requirements and changes communicated by the IRQS
2) The client shall take responsibility for, the certified product always fulfils the certification requirements.
3) The client shall make all necessary arrangements for the conduct of the evaluation, including provision for examining documentation and records, and access to the relevant location(s), area(s), and personnel and for investigation of complaints.
4) The client shall make claims regarding certification only in respect of the scope for which certification has been granted
5) The client shall do not use its product certification in such a manner as to bring the IRQS into disrepute and does not make any statement regarding its product certification which the certification body may consider misleading or unauthorized.
6) Upon suspension or withdrawal of certification, the client shall discontinue its use of all advertising matter that contains any reference thereto and returns as required by the certification scheme any certification documents and takes any other measure. The manufacturing unit has to have procedures in place to ensure that a non-conforming certified AYUSH product that gave rise to the suspension of certification is recalled. The organization shall submit the recall status to IRQS every 15 days. Depending on the situation, IRQS shall inform QCI of the details of the recalled product(s)/ status
7) On receipt of instructions for suspension of certification, the certified units shall suspend using the AYUSH certification mark on AYUSH products being manufactured by them with immediate effect. The manufacturing unit shall be advised to undertake a root cause analysis and identify the necessary corrective actions for resolving the same.
8) The client shall endeavour to ensure that no certificate or report nor any part thereof is used in a misleading manner. 9) If the client provides copies of the certification documents to others, the documents shall be reproduced in their entirety.

10) The client manufacturer shall commit to implement the agreed IQAP ( Internal Quality Assurance Protocol) for ensuring conformity of products and processes to the Certification Criteria and the Scheme requirements on a continuing basis after it is certified for the AYUSH scheme.
11) The renewal shall be effected from the date of the expiry of the previous certificate and the intervening period shall be treated as a period of suspension and clearly stated on the Certificate. The manufacturing unit shall not claim certification or use the Certification Mark during this period.
12) When the certification scheme introduces new or revised requirements both in Certification criteria and Certification process requirements that affect the manufacturing unit, IRQS shall ensure these changes are communicated to all applicants and the certified units. IRQS shall verify the implementation of the changes by its applicants and certified units and shall take actions required by the scheme.
13) The client shall inform the certification body, without delay, of matters that may affect its ability to conform to the certification requirements. The AYUSH certified organization shall inform IRQS (A Division of IRCLASS Systems & Solutions Pvt. Ltd.) within three (3) working days, of significant changes that affect the capability of the organization to continue to fulfil the Scheme requirements. These include changes relating to:
legal, commercial, organizational status or ownership,
organization and management (e.g. key managerial, decision-making or technical staff),
organization name, contact address and site details,
scope of operations, dosage(s) and product(s) covered under the scope of certification
Any other change that renders the information on the certificate inaccurate.

The organization shall seek the advice of IRQS in cases where there is doubt over the significance of a change.

14) The AYUSH certified organization shall inform IRQS (A Division of IRCLASS Systems & Solutions Pvt. Ltd.) immediately of serious events that impact food safety and/or the integrity of the certification
legal proceedings, prosecutions and the outcomes of these related to food safety or legality,
public Product safety events (such as e.g. public recalls, etc.)

IRQS in turn will take appropriate steps to assess the situation and will take any appropriate action including additional verification activities. These activities may have implications for the certified status of the AYUSH certified organization.

15) The client shall comply with the requirements of the certification body if applicable While making reference to its product certification in communication media such as documents, brochures or advertising.
16) The client shall use the certification mark only on products it has found to comply with the requirements if applicable
17) Client can apply a mark to each certified product, or to product packaging, or on information accompanying each product if applicable
18) Client shall not apply the certification mark on products prior to certification. The certification mark is affixed only to products covered under the scope of the certificate. The organization shall ensure that the size, colour of the Certification Mark is as prescribed by the Ministry of Ayush/ QCI. Accreditation mark not to be used on products. 19) The client shall keep a record of all complaints made known to the client relating to the compliance with certification requirement and to make these records available to the certification body when requested, and takes appropriate action with respect to such complaints and any deficiencies found in products,
processes or services that affect compliance with the requirements for certification
Document the actions taken

Verification by the certification body of (l) is performed only when the certification scheme mandates it.

20) AYUSH Certified organization, formally agrees and accepts with IRQS (A Division of IRCLASS Systems & Solutions Pvt. Ltd.)for the AYUSH Scheme requirements to;
Share information concerning the certified organization with the QCI, NABCB and governmental authorities when appropriate.
Display information with regards to the certified status that as a minimum shall show the name, relevant certification criteria (normative document), scope and geographical location on the website of IRQS and Quality Council of India (QCI).
21) Information about the client obtained from sources other than the client (e.g. from the complainant or from regulators) shall be treated as confidential
22) It is the responsibility of the organisation to provide IRQS with all documents, information, facilities and changes as and when it takes place as necessary to enable IRQS to provide the services under these terms and conditions.
23) It is the responsibility of the organisation to provide accreditation bodies of IRQS with all documents, information and visits as necessary to enable verification of audits carried out by IRQS.
24) It is the responsibility of the Client Organization to visit the IRCLASS website www.irclass.org on the update of the Certification Scheme.
25) Based on concerns noticed during the office assessment/market feedback/complaints Director, NABCB may decide to arrange visits to certified organizations. IRQS shall, in their contract with their clients provide for such visits. IRQS shall be informed of any such validation visits and may join the NABCB assessor on such visits if required. IRQS would be informed of the duration of such visits and the information planned to be collected. For the present NABCB would bear the cost related to such validation visits.
26) IRQS may opt for such validation visits in lieu of witnessing on their own. In such cases, the number of validation visits required, duration and charges to be levied would be communicated to the IRQS by the NABCB secretariat in advance for acceptance. The selection of samples would be done by NABCB Secretariat.
27) If Accreditation Bodies or IRQS identified the Organization for Witness assessment along with the accreditation or otherwise or independently by the accreditation body, client organization shall offer themselves for the witness. In case the client organization refuses to undertake these witness assessments, in such cases, the granted certificate shall be withdrawn with immediate effect.
28) The Client organization agrees to carry out the audits explicitly covering each certified site of the client’s organization as identified under the scope of certification.

The Ayush products are regulated under the Drugs and Cosmetics Act, 1940 by the Drugs Controller General of India through the State Governments. The Department of AYUSH has been exploring the possibility of introducing a voluntary product certification scheme for selected AYUSH products to enhance consumer confidence. The matter was discussed in a series of meetings taken by the Secretary (AYUSH) beginning 24 Dec 2008 and the Quality Council of India (QCI) offered to develop a concept paper on the subject.

The Scheme is based on criteria for certification. It has two levels:

  1. Ayush Standard Mark which is based on compliance to the domestic regulatory requirements
  2. Ayush Premium Mark which is based on GMP requirements based on WHO Guidelines and product requirements with the flexibility to certify against any overseas regulation provided these are stricter than the former criteria.

Under this scheme, each manufacturing unit would obtain certification for its products from an approved certification body (CB) which is accredited to appropriate international standards by the National Accreditation Board For Certification Bodies (NABCB) and will be under regular surveillance of the certification body.

Frequently Asked Questions

What is AYUSH certified?

AYUSH stands for Ayurveda, Yoga and Naturopathy, Unani, Siddha, and Homeopathy. These are traditional Indian or south Asian medicine systems The AYUSH Mark Certification Scheme is governed by the Quality Council of India or QCI, since 2009. Getting certified by the QCI certification scheme implies that the product meets the guidelines and requirements of the T-schedule of Drugs and Cosmetic Rules, 1945. If an organization trades with products related to ayurvedic, Unani and other traditional medicine system, having the AYUSH certificate is obligatory.

How do I get an AYUSH certification?

One can follow the ten-step process for acquiring the AYUSH certification. Firstly, you need to plan for certification application and recognize the requisites, accreditation criteria, etc. The second step is the preparatory stage where you need to collect relevant certifications for operating in the industrial domain, followed by self-assessment. The next phase involves the selection of a certification body and following the steps mentioned by the professionals.

How many products have got AYUSH certificate?

146 ASU products have been certified and recognized with the AYUSH Premium Mark. Apart from the 197 products have also received the AYUSH Standard Mark.

Are Ayurvedic medicines certified?

Not all ayurvedic products have the AYUSH certificate. It can be herbal products as well. Ayurvedic drugs get regulated by the Drugs and Cosmetics Act, 1940. They are controlled by the Drugs Controller General of India (DCGI). AYUSH certificate helps standardizing and offers a centralized system, covering Ayurveda, Siddha, Unani Drugs Technical Advisory Board (ASUDTAB) and Ayurveda, Siddha, Unani Drugs Consultative Committee (ASUDCC). The medicinal drugs with an ayurvedic certification, necessitate the Certificate of Pharmaceutical Products (CoPP) for Ayurveda product by DCGI.
